The level of this two players is very different.
Reuter is a very young belgian player that has not really shined so far. He knows how to play clay but clearly preffers hard courts. I would say he is doing a good job given his age, but on the ITF circuit he loses everytime he plays a worthful opponent.
This is exactly the case today. Lamine Ouahab is a really good clay player. He still sticks only to the northern african tournaments, wich are mostly ITF and Challenger Circuit, and an eventual ATP 250.
He loves clay, plays clay whole year with great results. He probably sticks to this zone due to lack of sponsors, but he gets good results and must be happy with it because he still earns a decent amount of money.
I expect a very one sided match, and the algerian should take it without giving too many chances. I have not seen him play that much, but from what I've seen he is a lot better than his ~500 ranking shows, he skipped some tournaments last year and that's the main reason for that.
And, again, he doesn't attend ATP circuit events even if he has the level to pass most qualifiers.
