William Hill and NordicBet have the odds for Croatia slightly higher than other bookmarkers, and although that's not the reason for this bet (I'm fine with ~1.45 here), it helps.

Serbia had to play a very tough game against Spain, and quite demoralising if I might say. They were leading for most of the game and finally lost because of their own errors.
The team is lacking physical power and they don't last long enough on the field. They need some more bench players, or at least the coach needs to give them an opportunity because players like Nenadic don't get enough minutes. But well, that might be because he can't control them and they come in thinking they will eat the world...

Croatia doesn't have this type of problems. They are a top team and seem to want to show it. Most of their players are on their last Olympic Games and this might prove to be important.
They played against South Korea on the first game, which was fairly easy and didn't stress them so much. They could rest the main team and now come way more rested for this game.

I wanted to bet on the Under on my first though, but Serbia's low scoring result against Spain made it a bad choice, since the line is now too low. Had serbia scored those ~4 easy shots on the last minutes, line would be at ~55.5 and it would bea great bet.
With what we have, Croatia to win is the best bet here.
