Stage 11 is an Individual Time Trial. It's not an usual one, because this one has a good uphill part and then a downhill.
It is expected for many different riders to have problems on either one or both of those parts, because they are not used to riding them alone. I think this will be the case with Winner Anacona.
Not only because of this parts, but because he isn't good at time trials over all. He has no results on it, mainly because this is his first year as professional rider and has not trained enough to be good at them.

Eros Capecci is, by nature, better than him. He is also a lot more experienced and has way better results, as in Giro earlier this year. This time trial is not bad for him, because he is very good at going down hill and he won't lose any time in that part. He is currently the 12th on general classification, A. Gomez is 14, but Capecci has expectations of a finish between the top riders, while Gomez will fall off for sure.
