Just any other Baltic country this league has few big big names and VEF Riga is one of them, they are expected to win against everyone with solid margins. Jurmala is one who fits right into that category. They have played four games this season LBL and won three of them and losing one to Jelgava.
VEF Riga is playing VTB league and LBL same time. In their last two games lost to CSKA by eight points and to Enisey in overtime on the road so this game i think they will take their dissapointment out on Jurmala and cover this handicap as they will have a little rest before next games start. Their three wins in the league are by 33,37 and 25 points(last three days before game with CSKA) and last year they beat Jurmala by 49 & 56 points. It's one of this games that if home team plays basketball they will blow out by another 40 points so -23 has value, just hope that they will not win Q1 by 25 and then let it slide back to 15 in the end.
